Nearly two million cases of food-borne illness have been averted each year since 1995, when the FDA approved the use in chickens of fluoroquinolones, powerful antibiotics in the quinolone group. However, there is evidence of growing resistance to these drugs caused chiefly by inappropriate dosage in humans and animals. Resistance obeys Darwin's theory of natural selection as follows: a drug kills most of the bacteria, leaving behind unaffected bacteria that multiply, thus becoming the dominant strain. In the case of the fluoroquinolones, the unaffected bacteria are characterized by reduced drug permeability. Whereas only one percent or less of the campylobacter germs was resistant to the drugs prior to FDA approval, the percent rose to 17 by the end of 1999. Moreover, it is feared that the resistance will spread, making it difficult or impossible to treat more virulent pathogens, such as anthrax. Consequently, the government recommends that the poultry industry not use the fluoroquinolones, but has stopped short of actually banning their use. One major pharmaceutical firm immediately withdrew its brands from the market, but other companies insist that the damaging evidence is inconclusive. In fact, litigation planned by the company with the largest market share of flouroquinolones for veterinary use could take years.The primary purpose of the passage is to
